What Is Heads of State (2025) About?
Heads of State is a fast-paced action comedy that blends geopolitical satire, buddy-cop energy, and globe-trotting spectacle. Directed by Ilya Naishuller (Hardcore Henry, Nobody), the film pits Idris Elba and John Cena against assassins, traitors, and each other—while the fate of NATO hangs in the balance.
Designed for global audiences and streaming dominance, the film balances explosive action, sharp humor, and modern political tension, making it highly eligible for Google Discover, Google News, and multi-search-engine visibility.
The film opens amid chaos in Buñol, Spain, during the iconic La Tomatina festival. A joint MI6–CIA task force, led by elite agent Noel Bisset, is tracking ruthless Russian arms dealer Viktor Gradov. The mission collapses in spectacular fashion when the team is ambushed and presumed wiped out. Gradov escapes with something far more dangerous than weapons—a digital pathway into ECHELON, the secret global surveillance network operated by the Five Eyes alliance.
Back in London, Sam Clarke, the disciplined and battle-hardened Prime Minister of the United Kingdom, prepares for a high-profile diplomatic visit. Arriving from Washington is Will Derringer, the newly elected President of the United States—a former action movie superstar whose leadership style is loud, impulsive, and rooted in charisma rather than caution.
From their very first meeting, sparks fly—but not the good kind. Clarke values structure, alliances, and quiet authority. Derringer thrives on spectacle and instinct. Their joint press conference quickly devolves into a public spat that sends shockwaves through international media.
Behind the scenes, aides from both governments—Quincy Harrington (UK) and Simone Bradshaw (US)—scramble to contain the damage. To project unity, they convince both leaders to travel together aboard Air Force One to the upcoming NATO summit in Trieste, Italy.
That decision nearly costs them their lives.
Mid-flight, Air Force One is attacked and shot down by Gradov’s mercenaries. In a jaw-dropping sequence, Clarke and Derringer eject from the aircraft and parachute into Belarus, officially declared dead by the global press.
Stranded, hunted, and cut off from their governments, the two men are forced to rely on each other. They link up with Marty Comer, a seasoned CIA officer stationed in Warsaw. As they move toward a safe house, it becomes painfully clear that the attack was an inside job.
The safe house is breached by professional assassins—Sasha and Olga—working directly for Gradov. Comer fights valiantly but is shot in the head, seemingly killed. Clarke and Derringer escape only due to the unexpected return of Noel Bisset, who survived the initial massacre in Spain.
Bisset reveals the true scope of the conspiracy: Gradov’s hacker, Arthur Hammond, has compromised ECHELON and leaked classified intelligence worldwide. The fallout is catastrophic—governments turn on each other, alliances fracture, and the NATO summit is on the verge of collapse.
As the trio travels by train through Europe, personal truths surface. Derringer learns that Clarke and Bisset once shared a romantic relationship before Clarke entered politics—a revelation that reframes Clarke’s rigid public persona.
The journey takes them to Zadar, Croatia, where Hammond’s old office holds the key to identifying the traitor. Hammond, dying from wounds inflicted by Gradov’s enforcers, sacrifices himself to help them uncover the truth.
Evidence initially implicates Derringer’s aide Simone Bradshaw, but this proves to be a deliberate misdirection. During a brutal ambush, Clarke appears to die in an explosion, leaving Derringer and Bisset devastated.
At the Trieste NATO summit, the real villain is revealed: Vice President Elizabeth Kirk. Manipulative and power-hungry, Kirk engineered the chaos to dismantle NATO and reshape global power structures. She framed Bradshaw and collaborated with Gradov to destabilize Western alliances.
Clarke, having survived the explosion, returns at the critical moment. A massive chase erupts through the streets of Trieste. Olga is killed in a chaotic accident involving her own weaponry. Inside the summit, Derringer confronts Kirk, but she is abruptly killed by Gradov—who intends to seize control himself.
The final showdown unfolds with relentless momentum. Bisset kills Sasha in close combat. Clarke and Derringer pursue Gradov to a helicopter escape. In a symbolic act of unity, Derringer hurls a massive statue into the aircraft, causing it to crash and killing Gradov.
Two months later, global order is restored. NATO survives. Clarke and Derringer—once rivals—have become genuine allies and friends.
In a post-credits scene, Marty Comer is revealed to be alive, saved by a metal plate in his skull. As he flirts at a bar, Bisset approaches—hinting at future missions.
